Revolut receives French banking licence, marking a major milestone in its European expansion. The European Central Bank (ECB) Governing Council approved the licence after a joint assessment with France’s Autorité de Contrôle Prudentiel et de Résolution (ACPR). Revolut Bank S.A. (RBSA) will now operate as a fully licensed French bank.

The approval strengthens Revolut’s position in Western Europe. The fintech already serves around 30 million customers across the region. Nearly 8 million customers joined over the past year. The company says the French licence will help it provide more locally tailored banking services.

In France, Revolut plans to begin operations under the new entity. It will then expand into other European markets. Germany, Ireland, Italy, Portugal and Spain are among the countries planned for later phases.

The company will continue operating its Lithuanian entity, Revolut Bank UAB. The two entities will form a dual-hub structure for Revolut’s European operations. Both banks will remain under the supervision of the European Central Bank and their local authorities.

Revolut also plans major investments in Western Europe. The company has committed more than €1 billion to the region. It expects to hire over 600 employees. It will also establish its Western European headquarters in Paris by 2027.

Revolut Receives French Banking Licence

The new French structure will support Revolut’s plans to localise its products and services. It will also bring the company closer to customers, employees and local financial ecosystems.

Revolut currently serves more than 75 million customers worldwide. The company operates as a bank in more than 32 countries and has a presence across 40 markets. Its European expansion remains central to its global growth strategy.

Revolut founder and CEO Nik Storonsky said the licence provides a foundation for the company’s next stage of banking growth in Western Europe. He also highlighted France’s strong financial sector and regulatory environment.

Frédéric Oudéa, Chairman of Revolut Western Europe, said the approval reflects the company’s commitment to governance, compliance and regulatory standards.

Béatrice Cossa-Dumurgier, CEO of Western Europe, said Revolut will now focus on execution. The company plans to serve French customers first before expanding further across the region.

The French licence gives Revolut a stronger local foundation. It also supports the fintech’s ambition to become one of Europe’s largest and most trusted banks.
